Snapshot a workspace agent's active version into the org registry.
The first promotion under slug creates the org agent; later ones publish a new
version of it. Every workspace in the organization can then adopt it
(list_managed_agents), and it can be edited as org:<slug>. The workspace
agent keeps living where it is. Organization admins only; agent_id is a
workspace agent's slug or UUID.
