Register a self-hosted runtime and return its connection credentials.
The credentials are returned once; pass them to the runner with
levain-runtime connect --credentials FILE. mode is direct (nodes run as
processes on the machine) or docker (one container per conversation from
image). model_auth is platform (model calls go through your Levain plan) or
local (the machine's own provider login; usage is neither metered nor
reported).
