Create the agent's inbound webhook and return its URL.
The URL embeds the secret and is shown only once — store it. POST a JSON body to it to dispatch a run (the body becomes the user message and the 'payload' state field); include a top-level 'message' string to phrase the user message, or a 'session_id' to take a turn on an existing session instead.
